طلب خاص إلى أعضاء وفدنا المفاوض المتجهين الى برلين

قبل أيام وجهتُ رسالة الى المبعوث الشخصي للأمين العام الاممي هورست كوهلر تتعلق بمطلب إنساني ولاعلاقة له بالسياسة من أجل المساعدة في ادراج مخيمات اللاجئين الصحراويين ضمن برنامج الوكالة الالمانية للتعاون الدولي خاصة مشروع “النقد مقابل العمل” الذي تشرف عليه وزارة التنمية الالمانية، ولن أطلب منكم بصفتكم وفد مفاوض باسم الشعب الصحراوي إطلاعي على ما سيدور خلف الابواب المغلقة من نقاشات مع المبعوث الاممي ، لان ذلك من المحرمات، فالمواطن الصحراوي ليس من حقه الاطلاع ولا معرفة ما يدور في الاجتماعات و المفاوضات التي تجري بعيدا عنه، ويكتفي فقط بما تجود به وسائل الاعلام العالمية او بما يتكرم به اعضاء الوفد المفاوض في إطار مايسمى بجولات تعميم نتائج المفاوضات، فيما تبقى المواضيع الرئيسية للمفاوضات حكراَ على المبعوث الاممي و مجموعة قليلة من أعضاء القيادة الصحراوية إضافة الى الى قَّومنا الشرقّيين، أما المواطن الصحراوي فليس من حقه معرفة الحقيقة، و دوره في المشهد هو تصديق الاكاذيب التي تتكرر على مسامعه منذ العام 1991 ، وان حاول إبداء رأيه فتهم الخيانة والعمالة جاهزة لدى الاوصياء على المشروع الوطني.

و بما أن الحديث في أسرار المفاوضات هو من المحرمات على المواطن الصحراوي فلن أطلب منكم الا طلب بسيط و لاعلاقة له بالسياسة وهو مناقشة موضوع الرسالة التي ارسلتها في وقت سابق و تمت ترجمتها الى الانجليزية وكان من المنتظر تسليمها الى المبعوث كوهلر اثناء زيارته التي كانت منتظرة في نهاية الشهر الجاري الى مخيمات اللاجئين الصحراويين قبل الاعلان عن تغيير مكان الاجتماع الى العاصمة الالمانية برلين، وما أطلبه ليس بالشيء المستحيل، لان الرسالة وصلت نسخة منها الى وزير التنمية الالماني والى مكتب كوهلر وتأكدت من وصولها بعد اتصالي الهاتفي بمكتبه الاسبوع الماضي، كما أرسلت نسخة منها الى السفارة الالمانية بالجزائر، وتوصلت برسالة أخرى من الوكالة الالمانية للتعاون الدولي، والمطلوب منكم في هذا الاطار هو إستغلال وقت تواجدكم في العاصمة الالمانية برلين وكذا محادثاتكم مع المبعوث كوهلر من أجل المساعدة في تجسيد هذا المشروع الذي سيعود بالفائدة على الوضع الاقتصادي بمخيمات اللاجئين الصحراويين، وسنكون لكم من الشاكرين، لأن 27 سنة من مطاردة وهم التسوية الاممية كانت لها إنعكاساتها الكارثية على الاوضاع الاقتصادية بمخيمات اللاجئين الصحراويين، وبما أنني على يقين أن القضية التي إستحال على جيمس بيكر حلها ، من المستبعد ان يجد لها كوهلر حلا سحريا في المستقبل القريب، وحتى وان اهتدى إلى الحل السحري كما وصفه فالطرف المغربي اصبح يمتلك تجربة تزيد عن 27 سنة في المماطلة والتهرب من التزاماته الدولية، ما يعني باختصار استحالة التوصل الى تسوية سلمية دائمة في الصحراء الغربية، مايفرض ضرورة استغلال تواجد الرئيس الالماني الاسبق في منصب الوسيط الأممي من أجل البحث عن مشاريع انسانية تعود بالفائدة على الشعب الصحراوي الذي مل من السياسة ومن اكاذيبها المستمرة منذ 1991.

Away from politics, a Special request to Mr. Horst Koehler,

As I routinely surfed the internet on December 31, 2017, the last day of last year, I read a news story on the German DW website that says: Germany is funding thousands of jobs for refugees around the world under the ¨Cash for Work project¨. This project provides income for refugees. on The German Minister of Development, Gerd Müller, who came up with this initiative, that he allocated 230 million euros for the cash-for-work program in 2017 and that he would provide 180 million euros in 2018.

When I read the news, I remembered the need of Sahrawi refugees in the camps for such a project. So, i phoned the German Agency for International Cooperation, which asked me to contact the German Development Ministry. After contacting the Ministry by telephone and e-mail, I received a reply from the office of Minister Gerhard Mueller On the “cash for work” project and sent them a request for the inclusion of Saharawi refugee camps in southwest Algeria in this project. I sent the same request to the German Embassy in Algeria and called the Sahrawi parties responsible for the Humanitarian aid to get them in the full picture

After making these contacts as a simple Sahrawi citizen, I ask you, as Personal Envoy of the Secretary-General of the Western Sahara and as the former President of the Republic of Germany, to put the final touches on this initiative of mine with the German Ministry of Development and the German Embassy in Algeria to ensure that the Sahrawi refugee camps are included in the ” In cooperation with the international organizations concerned with such an action and work. The success of this humanitarian project in Sahrawi refugee camps would help raise the level of symbolic salaries obtained by Saharawi refugees, as you may not believe that the teacher’s salary in refugee camps reaches up to 150 euros for three months, or 600 euros a year. Only that much!Now you can compare it to the teacher’s salary in Germany, which ranges from 46,000 euros to 60,000 euros a year, although there is no comparison between Germany as an independent state and the Saharawi refugees who are still fighting for independence from the Moroccan occupation, and the issue of workers in the education sector is one example among many other examples from other sectors such as health, environment, media, culture, etc., in addition to the thousands of unemployed, who are the most needy categories of international aid.

I am counting on your mediation to find a political solution to the issue of Western Sahara, but my knowledge of the complexities of this issue made me change the subject of this letter from political to humanitarian as I look back into the past and realize that your predecessors failed to come up with any tangible political solution. None of them did anything to ease the suffering of the refugees because of the Moroccan obstacles.

Therefore, the success of this humanitarian project will put your name as the first UN envoy who has directly contributed to alleviating the suffering of the Saharawi refugees without affecting your main mission as a UN envoy for Western Sahara.
